fter gathering evidence for two weeks, a special committee at the Garut Legislative Council (DPRD) in West Java has found Garut Regent Aceng Fikri guilty of violating the code of ethics and having broken the oath of office for undertaking an unregistered marriage with a teenager.

The statement was read out by Asep Lesmana Ahlan, head of the committee that consisted of 17 out of 50 legislators, during a plenary session on Wednesday.

Asep said Aceng had violated Law No. 1/ 1974 on marriage. “Based on Article 2, every marriage has to be registered,” Asep said. A husband, Asep continued, who wants to practice polygamy, must propose it to a local religious court.

Aceng also violated Article 10 of Law No. 1/1974 for divorcing his teenage wife by a text message. “The article stipulates that divorce is a legal process, which is carried out by the religious court,” said Asep.

Aceng is also proved to have violated Law No. 32/ 2004 on regional administrations because as a leader, Aceng should have acted according to the oath of office and the code of ethics.

The Garut DPRD, however, had yet to decide Aceng’s fate as the report would be discussed in a meeting on Dec. 21.

Aceng married FO in an unofficial Islamic marriage on July 14, and then divorced her via text message only four days later, saying he was disappointed that FO was reportedly not a virgin as he had expected.

Besides being involved in an unregistered marriage issue, Aceng also had to deal with the West Java Police in a fraud case, reported by former Garut deputy governor candidate Asep Rahmat Kurnia Jaya.

West Java Police general crimes unit head Adj. Sr. Comr. Slamet Riyanto said Aceng was still involved as a witness in the case.

Former deputy governor candidate Asep filed a report against Aceng in May for allegedly blackmailing him. Asep was one among several candidates running for the post of Garut deputy regent to replace Dicky Chandra, who resigned in 2011. Asep said Aceng and his right-hand man had asked him to pay Rp 500 million (US$52,000) to be nominated as deputy regent.
