'Prison officials were in deep-shock following the incident,' Batam Penitentiary chief warden Anak Agung Gde Krisna said on Saturday.
He said when the incident took place only seven prison guards were in charge of the 467 inmates, despite the national standard stating that the guard-to-prisoner ratio should be 1:10. The prison only has 32 guards in total.
Riau Islands Police chief Brig. Gen. Endjang Sudrajat said that as of Saturday four out of the 12 escapees had been recaptured. Eight fugitives remain at large. (hrl/dic)
