he Jakarta Construction Supervision and Regulation Agency (P2B) has introduced an online system application procedure, enabling residents and developers to apply for building permits from their laptops.
Agency head I Putu Ngurah Indiana told a press conference on Thursday that the online system had taken effect as of Saturday.
'As of February, those wishing to apply for building permits won't have to leave their homes to agency offices. They can do it online by accessing http://dppb.jakarta.go.id,' Putu said at his office in Tanah Abang, Central Jakarta, adding that the new system would officially be launched by Governor Joko 'Jokowi' Widodo next week.
The system was introduced in a bid to curb the epidemic of building permit violations.Developers and building owners were reluctant to apply for building permits properly, and citedthe difficult, slow process they had to go through.
This had resulted in violations ranging incomplete permits to the misappropriation of permits, and applies to all kinds of buildings from offices to houses.
Ngurah pointed out that the online system could reduce an applicant's efforts by 50 percent.
'Before the online system, one needed 14 days to process a building
permit. With the new system, applicants only need seven days for the
whole process to be completed,' he said.
With the online system, an applicant only needs to submit the application along with required documents, which are digitalized, to the website. The applicant will get an account and password and can monitor the progress.
'All communications will be done via email, with the exception of high-rise buildings; the applicants should have to go to a P2B agency office,' Putu said.
An applicant should only go to the district office to submit the building proposal and to pay the levies--which are set at Rp 1,250 (10 US Cents) per square meter.
'The payment should be done at our office, though, because our system has yet to be integrated with the Jakarta Tax Agency's system. But it will be in the near future,' he said.
After the process is completed, an applicant can get the building permit from any agency or district office in the capital.
'An applicant should bring original documents when obtaining the permit. If our officers find out that the documents were forged, we would cancel the permit and the paid levies would be confiscated by the city administration,' he said.
