Antasari-Depok toll road construction begins

he construction of the Jakarta metropolitan area'€™s new 21-kilometer-long Antasari-Depok-Bogor toll road kicked off on Thursday as the government boosted efforts to support the capital city'€™s expansion.

The toll road connection will give the public an alternative access to ease congestion on Jl. Sawangan and Jl. Margonda in Depok, which is the only major route to Jakarta from Depok.

'€œThe Antasari-Depok toll road is an important project as it is part of the ring and radial roads system in Jakarta,'€ Public Works Ministry director general of highways Djoko Murjanto said during the launch.

The demand from the number of vehicles on Jakarta'€™s roads has been easily outstripping the amount of new roads being constructed in the city, with over 20 million people going in and out of the capital on a daily basis and more than half using private vehicles.

Traffic police data in 2012 showed that, on average, commuters require 120 minutes of travel time to get to their destinations, only moving 40 percent of the time.

The Antasari-Depok-Bogor toll road construction is divided into two stages. The first stage is a 12 km section that will stretch from Antasari in South Jakarta to Sawangan in Depok.

It will begin operations in 2016. The second stage, stretching from Sawangan to Bojong Gede in Bogor, is expected to be operational before 2024. The length of the second part of the toll road is 9 km.

The toll road, which was included in the Master Plan for the Acceleration and Expansion of Indonesian Economic Development (MP3EI), will have a capacity of 47,000 vehicles per day.

It will be operated by PT Citra Waspphutowa (CW) a consortium of construction companies comprising publicly listed PT Citra Marga Nusaphala Persada (CMNP) '€” which holds the largest share of 62.5 percent '€” PT Hutama Karya, PT Waskita Karya and PT Pembangunan Perumahan.

Even though only 70 percent of the 109 hectares of land required for the first stage of construction has been acquired, the toll road would start operating on time, CW president director Tri Agus Riyanto said.

'€œThe physical construction of the toll road will begin within the next three months, when we have fully acquired the land needed for construction,'€ Tri said during the press conference.

'€œAnd then, we will speed up the construction,'€ he continued, adding that the project would be completed in 18 months.

The total investment for the first phase of the project has reached Rp 3.4 trillion (US$294.11 million), with a concession period of 40 years.

CW finance director Hari Sasongko said that about 30 percent of the investment came from the company'€™s equity, while the remaining 70 percent would be financed by bank loans. The company'€™s equity, meanwhile, would be used mostly for land acquisition.

Tri said that the toll road was expected to generate income of Rp 700 million per day, which would boost CMNP'€™s daily revenue by up to 30 percent, to over Rp 3 billion per day, by the time the toll road begins operating in 2016.
