Some heads might roll after evaluation

A

head of the trimonthly official evaluation of his current agency heads, Jakarta Governor Basuki '€œAhok'€ Tjahaja Purnama has warned that the performance appraisal results may lead to dismissals.

In January, the city administration inaugurated over 7,000 new echelon II, III and IV officials who assumed their new positions following a series of tests in an open-recruitment system.

The city administration is set to evaluate its officials every three months, and demote those who underperform. Ahok said that there were several agency heads whose performances were, thus far, good.

'€œThe Sanitation Agency is doing well so far. Bina Marga [Roads] Agency is also doing quite a good job,'€ Ahok told reporters at City Hall in Central Jakarta on Monday.

Ahok said that Sanitation Agency head Saptasari Ediningtyas had a '€œgood management'€ of the agency, and that she quickly responded to complaints.

Ahok also repeatedly said that he was satisfied with Bina Marga Agency head Yusmada Faizal'€™s performances. Ahok said that he was impressed by Yusmada'€™s technical understanding of roads, as well as the latter'€™s quick response to damaged roads.

'€œ[Information and Communications Agency head] Pak Ii Karunia has also been quite good so far,'€ he said. In his three months as the agency'€™s head, Ii has expanded the Jakarta Smart City program. Ii has regularly updated information on the smartcity.jakarta.go.id website, such as the location of heavy equipment owned by the Water Management Agency, and access to CCTV across the city.

Ahok said that he was also especially satisfied with Financial and Asset Management Board (BPKAD) head Heru Budi Hartono for the latter'€™s assertiveness against malfeasance by civil servants and the late payment of taxes.

However, Ahok said, the Transportation Agency'€™s performance was less satisfactory than other agencies.

Transportation Agency head Benjamin Bukit earlier this year vowed to begin the revitalization of public transportation. The agency had planned to begin the first phase of the revitalization by April, which was supposed to be the takeover of the Kopaja minibus route S66 by city-owned PT Transportasi Jakarta (Transjakarta).

The Transportation Agency and the Goods and Services Procurement Agency were also set to conduct the bidding process for the electronic road pricing (ERP) system early in 2015. The city administration initiated the ERP in 2011.

It was expected to apply the ERP in two corridors '€” Blok M in South Jakarta to Kota in West Jakarta and Jl. Rasuna Said to the Warung Buncit area, both in South Jakarta.

However, as of this month no progress has been made on the bidding process. '€œThose who fail to reach targets will be demoted,'€ Ahok said.

Before their inauguration in January, the thousands of officials had been asked to draft an essay that stated their targets for the following three months and a written vow regarding their commitment to upholding integrity and doing their best.

Their essays were turned over to the governor. Officials who have failed to perform or keep their promises could be demoted in the trimonthly evaluation.
