Muladi said that it was unnecessary for him to do so as he had already ruled on the case at the party's dispute tribunal.
'It would be improper for me, who has already made a decision in the case, to be questioned at the PTUN regarding the same case,' he said on Monday as quoted by kompas.com.
He added that the West Jakarta District Court and the Central Jakarta District Court had previously appointed the party's internal tribunal as the main forum to make a decision on Golkar's leadership dispute.
'Based on this, Golkar's tribunal was set up and the verdict is final and binding,' he said.
Golkar's internal tribunal declared Agung Laksono the chairman of the party in early March, which led to his leadership being officially validated by the Law and Human Rights Ministry.
The opposing Aburizal Bakrie camp then filed a lawsuit with the PTUN to challenge the ministry's decree endorsing Agung's chairmanship.
