mid concerns of illegal activities taking place in apartments, the administration has asked the managements of apartment blocks and their tenants to establish neighborhood units (RT) and community units (RW) to better supervise activities taking place inside the buildings.

The Jakarta Police last month arrested members of a prostitution ring operating out of South Jakarta'€™s Kalibata City after discovering that the group had been attracting customers through Twitter.

Late last year, the police also arrested two drug dealers, a Nigerian and an Indonesian, who stored their drugs in a unit and then sold the drugs to apartment tenants.

In addition, earlier this month, the police arrested three drug dealers, two of which lived and sold heroin in North Jakarta'€™s Green Bay Apartment.

Jakarta Deputy Governor Djarot Saiful Hidayat said the formation of RTs and RWs in apartments was stipulated in Gubernatorial Regulation No. 168/2014 on guidance on neighborhood and community units.

However, many apartments, he said, had still not formed the units despite the regulation.

'€œThus far, only 28 percent of 106 private apartments in Jakarta have RTs and RWs. We urge all apartments to quickly form RTs and RWs before the end of this year,'€ Djarot said during a public meeting with tenants and owners associations (P3SRS) from dozens of apartments at City Hall on Tuesday.

He added that with the formation of RTs and RWs, the administration could easily keep track of tenants and activities in private apartments.

Djarot said the authorities had a hard time recording tenants in apartments due to a lack of RTs and RWs, whose task it was to keep track of residents and report to subdistrict offices.

According to Gubernatorial Regulation No. 168/2014, all residences, including apartments, dorms and condominiums, must establish RTs and RWs.

One RT consists of a minimum 80 families and a maximum 160 families. One RW consists of between eight and 16 RTs.

Article 17 of the regulation says that RTs and RWs are tasked with helping subdistrict heads in government affairs, such as collecting resident data and facilitating communication and providing information to and from residents and subdistrict offices.

'€œWith RTs and RWs, the administration can easily register all tenants. We can also keep a track of activities and ensure no illegal activities take place in apartments,'€ Djarot said.

North Jakarta'€™s Gading Icon apartment tenant Zainal Abidin said the apartment was one of the few private apartments in Jakarta to have formed RTs and RWs.

'€œIn other apartments, it'€™s difficult to establish them because the apartment management is too involved in the residents association,'€ said Zainal, an RW head at the apartment.

Meanwhile, Civil Registration Agency head Edison Sianturi said the administration would supervise the establishment of RTs and RWs.
