legislator from the Indonesian Democratic Party of Struggle (PDI-P) Henry Yosodiningrat has opposed the proposal to grant Rp 20 billion (US$1.5 million) annually to all legislators as aspiration funds for their electoral districts, saying the huge sums could be subject to embezzlement that could land many legislators in prison.
'I fear it will cause legislators to be jailed,' he said here on Friday.
Henry said that besides being prone to embezzlement, the funds would duplicate the state budget allocated by the government while legislators had no authority to carry out development programs in the regions
He added that the use of aspiration funds could cause disparities among regions because each region had different numbers of legislators and needs.
'For instance, Papua has the smallest number of representatives at the House while Java has the most representatives. Papua should receive more allocations to finance the physical development of its numerous least-developed villages, while villages in Java do not need much,' he said as quoted by kompas.com.
