Traffic offenders in Purbalingga, Central Java, will not get tickets if they can learn the Pancasila state ideology by heart. The Purbalingga Police are applying the unprecedented policy in June to commemorate Pancasila Sanctity Day.
'However, if they don't memorize it in order, we will give them tickets in accordance with the offences they have committed,' Purbalingga Traffic Police chief Adj. Sr. Comr. Sudarsono told the media on Friday.

Memorizing something and appreciating what it means are two different things.
How are ethics and spirit supposed to be promoted through learning something by rote?
Furthermore, and most importantly, how is a safe society supposed to be promoted when people are busier memorizing a state doctrine than stopping their vehicle at the right time?

It is hard to imagine. In my younger days, elementary school students would have to loudly recite the five elements of Pancasila in the morning before school started.
Good discipline like that has faded away over time, it is a shame.

It sounds more like a communist policy to 'test' the memorization of Pancasila. It is a typical mentality, thinking that if something is memorized, people will have unity and ethics.
Learning is by seeing and doing. Start with the government and police to have and practice ethics and unity, then people might follow!
