he Jakarta administration has started to draft the 2016 budget priorities (KUA-PPAS), eyeing to set the draft budget at Rp 73 trillion (US$5.4 billion), higher than this year's budget of Rp 69.2 trillion, an official said.
Jakarta Development Planning Board (Bappeda) head Tuty Kusumawati said the 2016 KUA-PPAS was still subject to change and might be revised after further discussions between the city administration and the City Council.
Tuti told The Jakarta Post that there would be 12 priority programs for next year's budget. They include developing transportation systems, anticipation of flood and rising sea levels and increasing the quality of urban residences.
'Developing transportation systems includes the MRT and LRT [light rail transit] systems, ERP [electronic road pricing] and procuring buses for city-owned bus operator PT Transjakarta,' she said at City Hall on Monday.
She further said that flood and rising sea level anticipation programs included the construction of the city's Giant Sea Wall and the normalization of rivers.
Further, Governor Basuki 'Ahok' Tjahaja Purnama said that in the 2016 budget, the city administration would focus on tackling a housing backlog.
'Next year, we will build many integrated rusunawa [low-cost apartments] for Jakarta residents,' Ahok told reporters at City Hall on Monday.
He added that his administration would also focus on procuring land and would get tough on agency heads who worked at a snail's pace in land procurement. He criticized the Micro, Small and Medium Enterprises and Trade Agency (KUKMP) and the Housing and Government Buildings Agency for failing to procure land for street vendors and low-cost apartments this year.
'We have the money, so I don't understand what is taking them so long. This explains why our spending has been very low this year,' Ahok said.
As of June 15, the city administration had only used Rp 7.2 trillion of a targeted Rp 63.6 trillion in spending, or about 11.32 percent, lower than 13.83 percent of spending during the same period last year. The lowest spending came from capital expenditure at Rp 106.3 billion of the targeted Rp 20.4 trillion.
Separately, City Council deputy speaker Triwisaksana of the Prosperous Justice Party (PKS) faction said Rp 73 trillion for the draft 2016 budget proposal was 'too optimistic and overestimated'. He advised that the city revise the amount after further discussions.
He said the administration should also take into account feedback from councilors, who represented residents, in proposing the draft budget.
