Popular leaders dissatisfy public: Survey

A survey has shown that the popularity of certain leaders in West Java, such as Bandung Mayor Ridwan Kamil or Bogor Mayor Bima Arya, does not guarantee the satisfaction of the public regarding their performance.

The survey was conducted by the Research and Statistical Expertise Center (PK2S) and Political Studies and Security Center (PSPK) of Padjadjaran University (Unpad) of Bandung from Oct. 15 to 31.

'€œSocial media can only be used for creating a first impression, then they must carry out their duties as regional heads. Don'€™t just take advantage of social media,'€ PSPK head Muradi said on Monday.

Muradi said his institution'€™s qualitative evaluation of five regions: Bandung, Bogor, Bekasi, Purwakarta and Karawang had received significant media coverage.

He said the qualitative assessment showed that popular regional heads like Ridwan and Bima performed poorly in areas of basic services, infrastructure, human resources and regional budget usage.

Ridwan and Bima are known as being among the few leaders in the nation who actively use social media, such as Twitter, Facebook and Instagram to promote themselves and their administrations'€™ programs.

The survey involved 2,445 respondents determined proportionally based on the number of people with the right to vote in regional leadership elections.

The survey also showed several regional heads seldom appeared in social media but received positive evaluation regarding basic service provision from respondents in their respective regions. With a maximum score of 5, those cities included Sukabumi city (3.57), Banjar city (3.5), Purwakarta regency (3.44), Tasikmalaya city (3.36) and Bogor city (3.28).

Regarding budget use, Sukabumi city scored the highest in terms of budget utilization.

PK2S head Toni Toharudin added that the study showed Ridwan, who is considered a media darling, had yet to make significant progress in basic service provision, such as health improvement and education, and infrastructure, such as market renovation.

Its index reached 3.46 out of a scale of 5, while Bandung city was ranked fifth with an index of 3.32.

The result of the survey on Bandung is another blow as in September this year a survey conducted by Transparency International Indonesia (TII) claimed that the West Java capita was the most corrupt city nationwide this year.

TII interviewed 1,100 entrepreneurs in 11 cities, including Bandung, North Jakarta, Semarang, Surabaya, Medan, Padang, Pekanbaru, Manado, Makassar, Banjarmasin and Pontianak between May 20 and June 17 of this year.

Bandung came at the bottom of the list with a score of 39, measured on a scale from 0 (highly corrupt) to 100 (clean), followed by Pekanbaru with 42 and Makassar with 48. The survey results put Banjarmasin as the least corrupt city with a score of 68, followed by Surabaya with 65 and Semarang with 60.

Unpad'€™s Center for Economics and Development Studies (CEDS) researcher Arief Anshory deemed the survey, conducted by the two institutions, as being in line with data as well as reports from the Central Statistics Agency (BPS).

The survey by both institutions showed the life expectancy rates, human development index, per capita income and education level in West Java, which is still regarded as low compared to the national average.

'€œWith a low level of education, how can they be happy or prosperous,'€ said Arief.
