European Council President Donald Tusk says he has called for a summit with Turkey this Sunday to "re-energize relations and stem migration flow."

In an announcement on his Twitter account, Tusk said the decision came after a recommendation from the European Commission and a phone call with Turkish Prime Minister Ahmet Davutoglu.

The summit is planned for Sunday afternoon and will take place despite ongoing security measures in Brussels. The Belgian capital is currently under the highest threat level for another week, meaning that an attack is thought to be "serious and imminent."

On Monday, Belgian Prime Minister Charles Michel announced the country's alert level would only change this week if a significant breakthrough by investigators warranted it. (kes)
