he Jakarta administration will regulate scavengers and pengepul (people who buy recyclable items from scavengers) by obligating them to obtain business licenses to run their operations.
Deputy head of the Jakarta Sanitation Agency Ali Maulana Hakim said Thursday that the new policy would be introduced in 2016. Ali added that scavengers and pengepul would be able to submit applications for licenses through One-Stop Integrated Services (PTSP) in their districts and subdistricts.
'If they do not comply, we will take firm action against them. Every single business in Jakarta should have a license,' Ali said as quoted by beritajakarta.com.
Ali explained that in order to obtain a license, scavengers and pengepul would have to meet a number of conditions such as ensuring that their business was run in an environmentally friendly way.
'We can also work together with the scavengers by hiring them as contract workers to manage waste on river banks,' he said.
