South Jakarta Immigration office head Cucu Koswala said the men, identified as Shir Agha Mohammadi, 23, and Ali Hassani, 20, were believed to have worked as prostitutes.
"Both men offered their services to males and females," Cucu Koswala said as quoted by kompas.com on Thursday.
He added that the authorities had been eyeing the men for a week. The case was uncovered after an immigration officer posed as a customer.
"The officer pretended to want to hire their services by communicating with them through Whatsapp," he said.
The Afghan men admitted that they advertised themselves through word of mouth, he said.
"For now, the men claim that they are not members of any prostitution network," he said, adding that his office would continue delving into the case. (dea)
