The 19th National Congress of the Communist Party of China (CPC) starts on Wednesday and the conclave is also expected to bring about changes to the all-powerful party’s nationwide structure, including its Standing Committee, which consists of seven people including Premier Li Keqiang and Xi, who is also general-secretary of the party; the Politburo, which consists of 25 people including the members of the Standing Committee, two top generals, the heads of major party departments and the leaders of major provinces and cities; and the Central Committee.
Nearly 2,300 delegates are to attend the congress, representing some 89 million party members from all walks of life across the country.
On Saturday, the Central Committee agreed to add Xi’s list of political goals for China called the “Four Comprehensives” to the CPC’s constitution, elevating him to the status of party founder Mao Zedong and economic reformer Deng Xiaoping who previously had their recorded thoughts enshrined in the document. Other influential party leaders who had ideas included in the constitution include Jiang Zemin, who formulated the “Three Represents,” and Hu Jintao, who devised the “Scientific Outlook on Development.”
First publicized in 2015, Xi’s “Four Comprehensives” refer to China working to build a moderately prosperous society while strengthening reforms, rule of law and party discipline.
The party has been firm “in implementing new development concepts, advancing difficult reforms, building a clean CPC and fighting against corruption, effectively dealing with various risks and challenges, and innovating and improving macro control,” it said in a communique carried by official news channels such as the Xinhua news agency and the People’s Daily newspaper.
The party claimed it was also able to coordinate work stabilizing growth, promoting reform, adjusting economic structures, improving people’s wellbeing and preventing risks.
