akarta Governor Anies Baswedan has vowed to impose firm sanctions against the Owners and Tenants Association (P3SRS) for ignoring his regulation stipulating for the handover of management rights to residents.
“We are going to give sanctions, which is very clear in the regulation. The Jakarta administration will execute it,” he said on Friday as reported by tempo.co.
Anies had issued a 2018 gubernatorial regulation on apartment management guidelines for the P3SRS.
The regulation stipulates that P3SRS members that are still representatives of developers must handover the management of apartments to residents. Those who fail to abide by the regulation could get formal warnings from the city administration and have their legal feasibility certificate retracted.
Anies had previously given a deadline to developers and apartment managements to comply with the regulation before the end of March. However, data from the city administration showed that only six out of 195 developers had handed over management rights to residents.
The warning came in light of ongoing disputes between residents and apartment managements. Residents have complained that the P3SRS, which is dominated by representatives of developers, often issue unilateral policies burden residents such as service fee increases that are set without input from residents.
