The voters were probably busy trying to assure themselves that their presidential choices would sit well with a particular set of elected legislators.
I think the general public must be totally fed up with the endemic corruption in the government and so they probably had trouble choosing who to vote for.

They don't deserve a second term. They have behaved very badly and failed so immensely and it is wrong for the Indonesian people to have to bear the burden of paying them.
I'm sure media outlets like yours are sick of those money-hungry politicians.
The vast majority of Indonesians see no more reason to have those morons in the House.

High-profile politicians have lost their seats because they did not campaign hard enough.
They thought they were popular but they were not.
So, now it is a time for big-time politicians to take a big rest.
