Any business entity in Indonesia has the right to make its own decisions. To meet the government's requirements, Newmont has to build a smelter plant which costs about US$1 billion ' it takes three years to complete and this does not account for the electricity supplies that need to be installed.
You used the word 'greedy'. Why and how is Newmont greedy? Didn't they pay their taxes over the years? Isn't $1 billion a lot of money? How and why should Newmont help others to build smelters ' for what particular reason? If worse comes to worst, you might see Newmont fold. Who loses?

If you are investing and risking billions of dollars, you must make sure you are also allowed to enjoy the profits if and when they are ever generated.
