ocial Affairs Minister Khofifah Indar Parawansa said, as quoted by Antara on Sunday, that an adoption must be based on child protection needs rather than on parents' needs; thus child adoption requirements in Indonesia are regulated in close detail.
Below are official procedures of adoption as explained by Khofifah:
1. Adoptive parents must be Indonesian citizens or Indonesian citizens married to a foreign citizen, single parents may also adopt.
2. Would-be adoptive parents who are both Indonesian citizens must submit a child adoption request letter to the Social Affairs Agency at the provincial level.
3. Would-be adoptive parents one of whom is a foreign citizen and would-be adoptive single parents must submit a child adoption request letter directly to the social affairs minister.
4. A team will be appointed to carry out home visits to determine the eligibility of the would-be parents, based on request letters submitted either to the social affairs minister or the Social Affairs Agency at the provincial level.
5. After home visits, the team will make recommendations on the eligibility, both economically and psychosocially, of the would-be parents to adopt the child. A child adoption assessment team of the Social Affairs Ministry or the Social Affairs Agency at the provincial level will discuss the recommendations.
6. The child adoption assessment team will make a decision on whether the would-be parents are eligible to carry out the adoption. Prior to the decision, recommended would-be parents are allowed to have the child in their temporary care for six months.
7. The Indonesian government then makes an official adoption decree. (ebf)(++++)
