Your comments:
The bulk of drugs consumed in Indonesia are made in Indonesia. The final sentence should read (in my opinion): 'the drug epidemic is not solely caused by locals and government officials, but also sometimes by foreigners.'
But this truth cannot be squared with the actions of the government, which is why one must 'adapt' ones words accordingly, correct?
