She completed her bachelor's degree in economics at the university in 1984, and her master's degree in industrial management at the Bandung Institute of Technology (ITB) five years later. Rina's doctoral degree in industrial economics was obtained from Osaka Prefecture University in Japan in 1999.

Born in Kediri, East Java, Rina served as Unpad's vice rector for public administration and finance from 2009 to 2012, the campus' vice rector for planning, information systems and finance from 2012 to 2015 and the secretary for the Research, Technology and Higher Education Ministry's learning and student affairs directorate general from 2017 to 2019.

She competed for the rector position along with five other names, who passed until the final stage of the selection process. They are Arief Sjamsulaksan Kartasasmita, Arry Bainus, Hendramarwan, Kesi Lestari and Unang Supratman.
