Valentina Sri Wijiyati, a principal researcher at Perkumpulan IDEA, Yogyakarta, said a survey concluded that HIV/AIDS control policy by local administrations in those areas were noninclusive.
'These include their rights to participate and control the policy-making process as well as to have access to its benefits,' she said on Tuesday.
Perkumpulan IDEA conducted research from May - December 2012. Sixty one respondents representing HIV/AIDS patients, NGOs, government and legislators participated in the survey.
'Many respondents didn't have any idea on HIV/AIDS policy, work plans and budget,' said Wiji.
Respondents from government institutions still considered documents on HIV/AIDS control budgets as 'state secrets'.
Wiji explained that only a few people were involved in HIV/AIDS decision making and many stakeholders knew nothing about the budget.
"The HIV/AIDS control program is not implemented optimally," she said.
Such decision making violates Law No.14/2008 on Public Information Openness and Law No.25/2004 on the National Development Planning System. (nai/ebf)
