Robby, who graduated from the National Police Academy in 1981, replaced Insp. Gen. Rum Murkal, who was assigned as an expert staff on socio-economic affairs to the National Police chief.

Insp. Gen. Rudiard Manalasak Linggom Tampubolon, whose position as the former expert staff on socio-economic affairs to the National Police chief was handed over to Rum, was promoted as a coordinator of the police chief's expert staffs.

"Regeneration has to go on [...] those who have entered their pension age have to be replaced," Sutarman said as quoted by kompas.com.

Meanwhile, the post of North Sulawesi Police chief, was entrusted to Brig. Gen. Jimmy Palmer Sinaga, the former program director of police science, National Police Education Institution.
