To minimize the impact of floods Jakarta has to coordinate with the administrations in its surrounding cities. Don't blame the residents because they just don't know where to throw the trash.
Maybe President Joko 'Jokowi' Widodo can do a lot for although he is now the President and not the governor he still lives in Jakarta.
And even as president he still conducts blusukan (impromptu visits) and with his 'mental revolution' he can change the mentality of the residents instantly, but the mentality of his surroundings comes first.
Good luck Mr. President because as the president you have the power and can do a lot to overcome the persistent flooding in this beloved city.
