14-year-old rape survivor allegedly raped by head of govt-run women’s shelter

According to a Lampung Legal Aid Institute activist, the girl had been referred to the integrated care center at the end of last year to receive psychological counseling and treatment after she was raped.

14-year-old rape survivor from Way Jepara, East Lampung regency, Lampung was allegedly raped and sexually abused multiple times by the head of a women’s shelter run by the regency’s Integrated Care Center for the Empowerment of Women and Children (P2TP2A).

Lampung Legal Aid Institute (LBH) activist Indra Jarwadi said the girl's father had filed a report with the police on Friday. It was also alleged that she was sexually assaulted while undergoing a physical exam at Abdul Moeloek Regional Hospital, Lampung.

"We reported alleged sexual abuse experienced by a minor carried out by an official from the East Lampung P2TP2A," Indra said as reported by kompas.com.

According to Indra, the girl had been referred to the integrated care center at the end of last year to receive psychological counseling and treatment after she had been raped. Her rapist had been sentenced to 13 years’ imprisonment at a local court.

However, during her stay at the shelter, the shelter's head, identified as DA, allegedly raped her more than a dozen times.

"The last time the perpetrator abused her was on June 28. He raped her four times," Indra said.

Iyan Hermawan, an activist from East Lampung's Indonesia Youth Activists Community (KAMI), said the victim had been sexually abused over six months.

He said the girl had run away from the shelter and returned home but DA continued visiting her. He often stayed overnight and abused her in her home.

According to Iyan, the last time DA stayed overnight at the victim's house was on June 29 claiming that he wanted to help her apply for junior high school.

He said the victim was too afraid to tell of the ordeal because DA had threatened to kill her and her father. However, on Thursday, she told her uncle of her experience.

"Since the victim comes from a low-income family, we took the initiative to accompany her family to report the case with the Lampung Police," Iyan said.

The victim said DA also forced her to provide sexual services to other men on several occasions. 

"He picked me up and took me to a hotel. One of the men was a hospital worker in Sukadana. He gave me Rp 700,000 and asked me to give the Rp 200,000 to DA," she said.

She said that DA threatened to kill and mutilate her if she did not do what he said.

The girl's father, Sugiyanto, was enraged by the whole ordeal, saying that he learned of the incidents from relatives because his daughter did not dare to tell him.

"I can't accept this. Instead of protecting my daughter he forced her to do immoral things. He threatened my daughter so she did not dare to tell me. I know the whole story from my relatives. They asked me to promise not to get angry after learning about this," Sugiyanto said.

"I trusted him this entire time because he wears a civil servant uniform, he claims to protect children but what he did was barbaric," he said. (nal)
