raffic restrictions were imposed on Wednesday on cars and motorcycles entering the Bali Tourism Development Corporation (BTDC) Nusa Dua complex in Bali,where most of the Asia-Pacific Economic Cooperation (APEC) meetings are beingheld.
As a result severe congestion built up at the entrances to the complex as hundreds of vehicles, particularly motorcycles, flooded the area.
'I'm sorry, Sir. Motorcycles are not allowed
to enter the complex.
This applies from Oct. 2 to Oct. 10,' a security guard told a motorcyclist.
Most leaders of the APEC members will be in Nusa Dua from Oct. 6 to Oct. 8 to
attend the APEC CEO Summit and the APEC Economic Leaders' Summit.
The visitors argued that they were registered journalists and that they had not been informed that the vehicle restrictions were effective that day. But the officer insisted and showed a circular from the APEC organizers ordering the limitation on the vehicles allowed to enter the complex.
Security concerns were given as the reason for the restrictions due to the high-profile delegates coming to participate in the summit.
Only cars with official stickers issued by APEC organizers and BTDC, as well as VVIP vehicles and the motorcades are allowed to enter the BTDC area.
Following the entrance closures, motorcycles quickly backed up, filling the areas surrounding the complex' three entrances: the Main, South and North entrances.
The motorcycles parked near the South entrance, for example, numbered about a thousand, making it looked like a sea of two wheelers.
Many motorcyclists complained at the lack of advance notice of the restrictions and the unavailability of parking space near the gates.
Officials said that there was supposed to be a free shuttle service from certain points outside Nusa Dua, departing every five minutes from Tuesday.
