ertamina has partnered with the National Public Procurement Agency (LKPP) to implement the e-catalog application. Pertamina, through the procurement function of its Business Support Directorate, officially signed a cooperation agreement for the e-catalog application with LKPP on Sep. 29.
Pertamina president commissioner Basuki Tjahaja Purnama, Pertamina president director and chief executive officer (CEO) Nicke Widyawati, and officials from LKPP were also present for the agreement’s signing.
The implementation of the e-catalog application is part of Pertamina's commitment to support the digital transformation and transparency in all business processes of the Pertamina group. The e-catalog has several advantages, including transparency, faster procurement processes and greater ease for vendors to offer their products, which is expected to make procurement prices more competitive.
Nicke said Pertamina was the first state-owned enterprise (SOE) to implement the LKPP e-catalog application. Procurement methods like it are essential for the company's efficiency efforts and have tremendous positive potential.
"The figure [in terms of benefiting Pertamina’s efficiency] is significant, especially when we talk about the opex and capex. The efficiency efforts we have made are very significant. We believe that this step [implementing the e-catalog] is the best," Nicke said.
Furthermore, Nicke stated there is a development aspect regarding the program’s benefit to Pertamina. She explained that the many goods and services purchased by Pertamina will enrich the database at LKPP, especially for items that can be standardized with an e-catalog. Nicker added that Pertamina will not only implement the e-catalog as-is, but the SOE will also develop it to help improve Pertamina’s fulfillment of the local content requirement (TKDN).
In 2022, Pertamina successfully achieved a realized TKDN rate of up to 60 percent among all projects carried out by the Pertamina group, exceeding the SOE’s 40 percent target. It is hoped that Pertamina’s realized TKDN rate can be further increased in the coming years through cooperation with LKPP.
"For us, the TKDN is not just a number, but it is also based on quality. It is not just a mandatory program but a necessity for our SOE to use high-quality domestic products," Nicke said.
At the same event, LKPP head Hendrar Prihadi said the implementation of the LKPP e-catalog by Pertamina was an achievement to be proud of for the government agency. He believed that the deal with Pertamina could serve as a trigger for other SOEs to also adopt the application.
"With Pertamina as the pioneering SOE to use the system, it will hopefully become a role model [for its implementation]. The system will enable faster, transparent and effective procurement," Hendrar said.
