Corruption in education sector inflicts Rp 619b state losses: ICW

ndonesia Corruption Watch (ICW) has said that corruption cases in the education sector in the period 2003 - 2013 inflicted financial losses of Rp 619 billion (US$50.5 million) on the state.

'€œThe number of graft practices in the education sector prosecuted by law enforcers from the police, prosecutors'€™ offices and the Corruption Eradication Commission [KPK] during those ten years reached 296 cases,'€ Febri Hendri, coordinator of ICW'€™s public service monitoring division, said as quoted by Antara news agency in Jakarta on Wednesday.

The researcher said that most of the corruption cases were prosecuted by prosecutors'€™ offices, comprising 216 cases with a total of Rp 530.1 billion in state losses. The police handled 63 cases with a total loss of Rp 74.7 billion while the KPK investigated three cases that cost the state Rp 13 billion.

'€œDevelopments in the prosecution processes of 12 out of 296 cases are unknown,'€ said Febri, speaking after the release of the results of the latest ICW research on corruption in the education sector.

He further revealed that the most common form of corruption in the education sector was via procurement mark-up and fund embezzlement. '€œThe Specific-Purpose Grant has often been a source of graft in the education sector,'€ said Febri.

'€œLaw enforcement in corruption cases in the education sector has tended to be stagnant from year to year. There has been no significant improvement despite such huge state losses,'€ he added.

The research report was based on data obtained from ICW monitoring activities conducted in three stages in 2008, 2010 and 2013. '€œWe used news reports from both online and print media as well as information from civil society networks in Indonesia as our data sources,'€ said Febri. (dyl/ebf)
