he city administration seems likely to postpone a new pay system for its civil servants if the administration and the city council continue their spat over the 2015 budget.
If the administration and the councilors do not reach an agreement on the 2015 city budget, Jakarta will be forced to revert to the revised 2014 City Budget, which was Rp 72.9 trillion (US$5.5 billion), with programs adjusted accordingly.
Jakarta Asset and Financial Management Body (BPKAD) head Heru Budi Hartono said that the new take-home pay system, which includes 'static' and 'dynamic' allowances, would probably be put on hold until next year.
'The new allowance system will most likely be delayed if we use the revised 2014 budget because efficiency savings need to be made. However, we still hope that we can reach an agreement with the councilors,' Heru told reporters at City Hall in Central Jakarta on Monday.
According to the new system, bonus pay is categorized as either 'dynamic' or 'static'. Dynamic pay, distributed every three months, depends on work performance, while static pay, disbursed every month, is determined by daily attendance and appraisals by supervisors. The new system has been criticized by the central government, which says that the salary rates do not comply with national standards.
