Delay no more, ERP bidding starts June: Ahok

fter two years of planning and several delays, the administration is set to hold a tender for the electronic road pricing (ERP) system and infrastructure in June.

Governor Basuki '€œAhok'€ Tjahaja Purnama said that the city administration was currently preparing to hold the bid, which was previously hampered due to legal issues.

The ERP system is among the administration'€™s programs to limit private vehicles in the capital. Academic studies on ERP have been carried out since 2006. However, the plan to implement ERP has been stalled by a number of things, including legal issues, technology and the lack of decent public transportation.

'€œWe will tender the system in June. I don'€™t want to hear about delays anymore. I have coordinated with the Transportation Agency and the BPKAD [Financial and Asset Management Board] to expedite bidding,'€ Ahok told reporters at City Hall on Wednesday.

Previously, the city was unable to tender the ERP system as it had no definite legal basis and was against Bylaw No. 3/2012 on regional levies. The bylaw states that a levy amount is static and may not change.

Ahok said that the amount of levies in ERP would change according to the amount of vehicles passing through the ERP gantries. The more cars passing through a gantry, the higher the levies, which he said would pressure motorists into using public transportation.

'€œThe Transportation Agency was hesitating on whether or not to hold the tender because it was against the bylaw. The ERP system is not aimed at collecting levies but minimizing traffic congestion and encouraging residents to use public transportation instead of private vehicles,'€ he said.

According to data from the Transportation Police, as of 2014, there were 17.4 million motor vehicles in Jakarta, 13 million of which were motorcycles along with 4.3 million four-wheeled vehicles. The number saw a 12 percent increase from the previous year.

'€œTherefore we will use Presidential Regulation No. 38/2015 as a legal basis,'€ Ahok said.

Ahok said that Presidential Regulation No. 38/2015 on government and business entity cooperation for infrastructure would ease cooperation between the city administration and business entities to cooperate in building and developing ERP infrastructure and systems.

Thus far, several trial ERP gantries have been installed. Sweden-based telematics company Kapsch TrafficComm has installed an ERP gantry on Jl. Sudirman, South Jakarta, and Q-Free from Norway has placed one on Jl. Rasuna Said, South Jakarta.

The city administration previously stated that both trials were successful, with small glitches. The two streets are a pilot project.

'€œThe Transportation Agency must submit tender documents soon so we can start the bidding process in June. If not, I'€™ll replace the agency head with someone more cooperative,'€ Ahok said.

Previously, Ahok dismissed former agency head M. Akbar, citing that he worked to slowly for Ahok'€™s style, including on ERP.

Separately, Transportation Agency head Benjamin Bukit said that his agency was '€œholding intensive meetings'€ with the BPKAD to draft tender documents. '€œWe are finalizing technical details for the bidding, and we will soon begin drafting the bidding documents,'€ Benjamin said over the phone.

Thus far, the city has prepared for the tender by establishing an ERP management unit (BLUD) under the aegis of the Jakarta Transportation Agency. Benjamin said that companies which would participate in the bidding included Kapsch and Q-Free, among others.

He said the city administration would also coordinate with the Jakarta Police for law enforcement and vehicle data.

'€œThere are many things we need to prepare, but hopefully we can start bidding in June,'€ he added.
