Constituency funds need tight supervision: VP

ice President Jusuf Kalla says the constituency funds proposed by the House of Representatives are prone to becoming a business if their criteria and supervision are not regulated tightly.

According to him, supporting instruments, including the criteria of recipients, supervision and accountability, should be prepared before the proposal is approved.

'€œIf the criteria and supervision are not clear, it could become a [business endeavor]. The criteria, procedure and regulations must be made clear so that the funds could be allocated in the state budget or regional budget,'€ he said here on Wednesday.

Kalla who previously expressed his opposition to the proposal, said the government would further discuss the proposal, the funds'€™ utility and the real amount to make sure that their spending would benefit the people.

The vice president said the government respected the proposal but the amount of funding allocated to legislators had to be deliberated further.

According to the proposal endorsed by the House in its plenary session on Tuesday, each of 560 legislators will be given Rp 20 billion (US$1.5 million) to carry out development programs in their own electoral districts.

Kalla said that the need of regions varied from one region to another one and the proposal should not trigger disparity among regions, especially between Java and other islands. (rms)(+++)
