The Jakarta administration sets three locations in the capital to be used for demonstrations as the city wants to keep public order while still upholding democracy.
The arrangement is stipulated in the 2015 Gubernatorial Decree on expressing public opinions in public signed by Jakarta Governor Basuki "Ahok" Tjahaja Purnama on Oct. 28.
Sri Rahayu, the city's public bureau chief, said the decree allowed protestors to have demonstrations in Parkir Timur Senayan, civic square or Alun-alun Demokrasi in the parliament complex in South Jakarta and Silang Selatan of Monument National, Central Jakarta. It also stipulates the time for public protests, which is from 6 a.m to 6 p.m.
"The regulation still guarantees the freedom of speech, freedom to express opinions and it still upholds democracy," Sri said as quoted by kompas.com on Thursday.
Protestors that want to hold demonstrations at the State Palace or City Hall will be directed to protest at the National Monument, while those who want to protest at the House of Representatives (DPR) and Ministries will be directed to Parkir Timur Senayan and Parliament Square.
Ratiyono, the head of Jakarta National and Political Unity Office (Kesbangpol), said protestors must not infringe other people's rights as well as the state's economy and security.
"The decree is issued so that demonstrations are conducted in an orderly fashion and do not interrupting other people's rights," he told kompas.com.
In the decree, protestors are not allowed to burn tires and use speakers above 60 decibels during the protests.
Protestors can also send their representatives to meet with the government for mediation.
"We will help the representatives meet with the authorities," Ratiyono said. (rin)(+)
