The government has invited hundreds of IT specialists from across the country to develop digital solutions to enable more efficient and transparent governance.

As part of an ongoing effort to realize President Joko '€œJokowi'€ Widodo'€™s campaign promise of implementing e-governance, the office of the Presidential chief of staff is hosting the country'€™s first ever nationwide '€œhackathon'€ with the aim of crowdsourcing digital application concepts that will assist in the gathering of accurate data that could serve as a foundation for more effective policies.

The office has teamed up with Indonesian IT community Code4Nation to host Hackathon Merdeka, a competition where around 460 programmers from across the archipelago and beyond work in teams to develop the best concept for an application that will enable a more transparent and efficient collection of data on commodity prices '€” such as rice, beef and sugar '€” from all over the country.

I dream someday that government officials and lawmakers, some of whom are probably corrupt, incompetent and lazy, can be replaced by a computer network so all corrupt and disgusting practices can be minimized and eliminated.

The advantage would be that people from all over the country could follow government and legislative activities by simply entering the e-government website and writing any opinions, comments, complaints or suggestions.

This posting must be free from censorship and most importantly, must be open to the public so they can follow the heart-to-heart talk between the government and the people.

I believe this would simplify the government'€™s work because computers do not need new cars or housing or spring beds. Again, this is only a wild dream and as far as I know, dreaming is not against the law.

In itself this initiative is good, but it addresses only one issue in the parlous state of governance in Indonesia, e.g. where are the following, all regarded as basic tenets of good governance.

First, human resources management policies and procedures that prohibit nepotism.

Second, internal project monitoring and evaluation policies and procedures including time accountability;

Third, internal departmental audits that meet the Institute of Internal Auditors'€™ international standards for the practice of internal audits.

Fourth, moving away from appointing hacks or poor performing staff to the internal audit section of departments, and employing internationally qualified IA staff.

Fifth, standard operating procedures (SOPs) for procurement adopted '€” and there are many excellent SOPs available for both international competitive bidding (ICB) and non-ICB scenarios.

The ministries should follow the Indonesian Political Science Association (AIPI), which has recently implemented a comprehensive set of policies and procedures in respect to governance.
