Customs and Excise in synergy with PT Pos Indonesia to simplify customs clearance

To improve the performance of the national logistics system, the investment climate and the competitiveness of the national economy, there needs to be an alignment between provisions regarding Customs areas and temporary storage places (TPS) with the implementation of the National Logistics Ecosystem (NLE).

Customs and Excise in synergy with PT Pos Indonesia to simplify customs clearance

o improve the performance of the national logistics system, the investment climate and the competitiveness of the national economy, there needs to be an alignment between provisions regarding Customs areas and temporary storage places (TPS) with the implementation of the National Logistics Ecosystem (NLE). This has been regulated in Finance Ministerial Regulation No. 109/PMK.04/2020 concerning customs areas and temporary storage.

In order to assist the implementation of these provisions, PT Pos Indonesia has transformed the process to simplify TPS, supported and assisted by Customs in an effort to improve the management of goods at managed exchange offices.

"It is hoped that the simplification carried out by PT Pos Indonesia will be able to speed up the clearance process for consignments by Customs," said Hatta Wardhana, head of the Sub-Directorate of Public Relations and Customs Counseling.

The simplification of TPS PT Pos Indonesia is a collaborative effort between Customs and PT Pos Indonesia to accelerate the flow of goods from arrival to release of goods to and from the storage places. The simplification has been carried out in 13 areas throughout the nation; Aceh, Palembang, Bandar Lampung, Bandung, Cirebon, Semarang, Yogyakarta, Surakarta, Makassar, Manado, Sorong, Jayapura and MPC Jakarta. The capital city itself handles 80 percent of the total number of processed goods shipped from abroad.

PT Pos Indonesia SPP Jakarta TPS was officially inaugurated on June 20, located at the Capital Post Building, Central Jakarta. President director of PT Pos Indonesia Faizal Rochmad Djoemadi expressed his appreciation to the Customs and Excise agency for the assistance and cooperation extended between the two agencies, adding that Jakarta was in line with Pos Indonesia’s program to simplify the handling of imported shipments.

The preparations put in place by PT Pos Indonesia for the new implementation include physical and information technology aspects, which started in October of last year. In terms of the physical preparation, Pos Indonesia has renovated and procured X-ray machines, conveyor belts and other supporting facilities. Meanwhile, the preparation of information technology refers to supporting hardware and application systems, including the postal break process, the implementation of online TPS and the autogate system.

"In addition, payment methods have also been prepared for the settlement of import duties and taxes in the context of imports [PDRI] in the form of using virtual accounts that can be used on the Pospay application, namely digital financial services owned by PT Pos Indonesia, or you can also use the Indonesian banking network," Hatta explained.

He added that the process of monitoring the TPS integration online and autogate systems were a collaboration between the IT team of PT Pos Indonesia and the Directorate of Customs Technique dan

Directorate of Information and Technology of Customs and Excise, while the preparation process regarding customs clearance was carried out with assistance from the Customs Technical Directorate team and the Directorate of Customs and Excise Information team as well.

The centralization of customs clearance of goods shipped by PT Pos Indonesia is aimed at reducing inspection times and increasing security through ensuring that goods released from storage have completed their customs obligations, as well as efficiency in the allocation of Customs examiners.

"We hope to improve the quality of delivery services through cooperation between Customs and PT Pos Indonesia in this TPS simplification," concluded Hatta.
