The low-ranking officer is just a collector for the high-ranking officer. He is not a genius who can hold a bank account that much. It's team work for sure, a good team. We all have heard about those fat police generals. The low-ranking officer will be a victim.

To supervise and manage such big businesses needs a lot of time and effort. An active low-rank police officer, who is able to become a successful businessman, either has no commander who controls his daily actions or has paid-off all of his superiors. This kind of collusion enriched many officers and officials, so that the business could continue safely.
