ive out of seven angkot (public minivan) operators previously set to join the One Card One Trip (OK OTrip), one of Jakarta Governor Anies Baswedan’s key programs, have backed out because of the city administration’s low incentives, putting the program in limbo.

The operators are Kopamilet Jaya, Komilet Jaya, Komika, Kolamas Jaya and Purimas Jaya. The other two operators that are still set to join the program are Budi Luhur and Koperasi Wahana Kalpika (KWK).

The Jakarta Organization of Land Transportation Owners (Organda Jakarta) head, Shafruhan Sinungan, said on Tuesday that the Rp 3,400 (24 US cents) fare per kilometer set by the administration was deemed too low by the organization. With the set price, Shafruhan claimed that the angkot owners could not cover their operational costs, which include drivers’ salaries and fuel.

Under the new OK OTrip program, angkot owners will receive money from the city administration by calculating the distance traveled by each of their minivans. Every angkot is expected to travel a distance of 160 to 165 km per day.

Furthermore, the owners have to provide drivers a fixed salary of Rp 3.6 million per month.

“We want a minimum Rp 3,800 fare per km so that we can cover all of the operational costs,” Shafruhan said.

Organda Jakarta visited City Hall on Monday morning to discuss the fares with the city administration. It, however, was yet to be given satisfactory answers regarding its request.

Jakarta Transportation Agency head Andri Yansyah said separately that the administration would recalculate the fare, but he could not promise the fare to be as high as requested by Organda Jakarta.

“We will calculate the operational costs of the angkot owners and try to fulfil them. It doesn’t mean that we will increase the fare,” Andri told journalists after meeting Organda Jakarta’s representatives.

OK OTrip, the single public transportation fare program, allows passengers to pay Rp 5,000 from their starting point to their last destination as long as they take Transjakarta buses and angkot that have been integrated into the Transjakarta system. The Rp 5,000 fare will be valid within a three-hour trip.

Since the launch of the program on Jan. 15, as many as 46 angkot from Budi Luhur and KWK have joined the program. They serve three routes that have been introduced by the administration under the OK OTrip program, namely the Kampung Melayu-Duren Sawit and Kampung Rambutan-Pondok Gede routes in East Jakarta, as well as Semper-Rorotan in North Jakarta.

The number of angkot unaffiliated to the program in Jakarta is far higher than the number of angkot that have joined the program. According to Transportation Ministry data, the capital city has nearly 3,000 public minivans as of 2015.
