Civil servant arrested for graft

he East Jakarta Prosecutors Office arrested Ucok Bangsawan Harahap, head of the Transportation Agency'€™s West Jakarta office, for alleged graft.

Ucok allegedly embezzled money during his time as Kramat Jati district head.

'€œUcok has been implicated in fraudulent practices while he was Kramatjati district head,'€ East Jakarta Prosecutor'€™s Office special crime unit head Silvia Desty Rosalina said, as quoted by tribunnews.com.

Silvia said Ucok had allegedly appropriated money from the city budget between 2009 and early 2013.

According to her, Ucok sliced a few percent off each budget item and took it for himself.

'€œHe took 30 percent '€” and there were a lot of items,'€ Silvia said. '€œWe estimate the city lost around Rp 673 million [US$56,176].'€

Ucok has been detained at Cipinang Penitentiary in East Jakarta.

'€œHe will be held for 20 days,'€ she said.

Transportation Agency head Muhammad Akbar declined to comment on the issue, saying that '€œHe did it before he was at my agency,'€ he said.

When asked about the news, Governor Joko '€œJokowi'€ Widodo said: '€œI haven'€™t heard yet. When was the graft committed?'€

Earlier this month, the East Jakarta Prosecutor'€™s Office arrested Kayu Putih subdistrict head Rosidah Sri Buntari over allegations of corruption that caused Rp 600 million in losses to the city'€™s 2014 budget.

Her alleged crime '€” consisting of fake budget allocations and mark-ups '€” occurred before Jokowi was elected to lead Jakarta in October 2013.

Rosidah was named a suspect two months ago but only detained last week after questioning.

'€œMoney was skimmed off procurement projects that were marked up or not even conducted,'€ Silvia said, adding that the investigation was still ongoing.

Last year a number of city officials were arrested for graft, while another'€™s bank account was flagged as suspicious.

In October, South Jakarta Informatics and Public Relations Agency subdivision head, identified only as RB, was named a suspect by the Central Jakarta Prosecutor'€™s Office for misusing budget funds totaling Rp 1.7 billion in the procurement of surveillance cameras for the National Monument (Monas) park in 2012.

On Oct. 11, Ceger subdistrict head, Fanda Fadly Lubis, and Ceger subdistrict treasurer, ZA, were named suspects by the East Jakarta Prosecutor'€™s Office for misusing Rp 454 million in 2012. The two have been arrested and await trial.

On Oct. 13, the North Jakarta Prosecutors'€™ Office named Thousand Islands officials, MM and SBR, suspects in the embezzlement of Rp 1.3 billion from an electricity project in 2012. MM was named a suspect 12 days after his retirement on Sept. 1.

The Attorney General'€™s Office also recently launched an investigation into South Jakarta Spatial Planning Agency subdivision head, identified only as RS, for suspected abuse of his authority.

It has been alleged that RS collected between Rp 225 million and 700 million for each permit he issued. RS allegedly had Rp 1.89 billion in savings, a suspiciously large sum for a civil servant of his rank.
