The Jakarta International School (JIS), government and PT ISS, a worker recruitment company, have to take responsibility for this matter. I think it is normal to close JIS' kindergarten, because it will have an impact on all international schools in Indonesia if they allow them to operate.
Some would think it is ok to allow students to study in an institution without a license.
It is sad that this has happened to JIS, why should it take the blame? It is because they should take notice. For example, what would the teacher do if they suspect that one of their students was being abused by their babysitter?
What happens at home is the responsibility of the parents. Where were the parents when the babysitter abused their child, why didn't they notice, etc. And in this case 'the kid's second home' is his/her school.
That is why JIS in this matter is also responsible for this rape. I mean, this 6 years old kid was going to the toilet for at least 10 minutes, and it happened more than once, these so called international teachers, who come from most of the developed countries with great child psychologist who have published best sellers about how to educate and take care of your children, can't even take care of their young pupils.
So yes, I blame JIS, they knowingly broke the law by operating the kindergarten without a license.
I believe it is pure arrogance and a total disregard of the local government. I also blame the government giving the benefit of the doubt to a so called famous international institution, by not checking all the legal papers.
In the end ISS needs suspend their operations for a while during any investigations by the police. They didn't do any background checks on any of their employees.
