Speaking to all mayors during the opening ceremony of a meeting of the Indonesian City Administration Association (Apeksi) in Ambon, Maluku, on Wednesday, the President said the development funds would be disbursed only if the municipal administrations met all requirements.

Previously Apeksi chairman GS Lumentut, who is also Manado's mayor, said the central government should distribute road repair funds to be managed by municipal administrations.
Jokowi said the budget should be managed through the e-budgeting system, better public services and a rapid issuance of investment permits.
'The funds' usage must be accountable. The funds will be disbursed with a presidential instruction so that their usage can be well planned. The funds can be routine and can also be seasonal.
