young girl found dead in Jasinga, Bogor, West Java, last week was anally raped before being murdered and her body dumped, according to the Jakarta Police.

The force'€™s general crimes directorate head Sr. Comr. Krishna Murti said on Friday that the perpetrator had sodomized the victim because she was on her period at the time of the attack.

'€œThe girl was menstruating, so the perpetrator decided to sodomize her,'€ Krishna told reporters at Jakarta Police headquarters on Friday.

The medical test also indicated the victim had been tortured before she died, Krishna said.

The body of 12-year-old Adinda Anggia Putri was found on Friday last week by neighbors who reported their discovery to the Bogor Police, which then teamed up with the Jakarta Police to investigate the case.

When the girl'€™s body was found, she was wearing only a bra and a blue skirt, raising initial suspicions that she had been raped.

The Jakarta Police decided to get involved in the investigation because the girl was a resident of Bendungan Hilir, Central Jakarta, and appeared to have been killed somewhere in Jakarta before her body was dumped in Bogor.

The Bogor Police said they were questioning two witnesses in their hunt for the perpetrator.

According to the force'€™s report, the perpetrator will be charged with Article 338 of the Criminal Code and Article 80 of the Child Protection Law, with maximum penalties of 15 years and three-and-a-half years imprisonment, respectively.

Jakarta Police spokesman Sr. Comr. Mohammad Iqbal meanwhile said that the police remained unable to extract much information from Adinda'€™s mother, who was still extremely shocked and upset by her daughter'€™s death.

The force had secured several names to be investigated further, Iqbal added. Cases involving rape of minors have been cropping up with increasing frequency in the capital.

Last week, the South Jakarta Police arrested one man, identified as M, 34, for allegedly sodomizing 11 boys at and around his house in Pancoran, South Jakarta.

South Jakarta Police chief Sr. Comr. Wahyu Hadiningrat said that the suspect had begun raping the boys in 2012, with one victim assaulted on nine occasions.

Wahyu said that M would be charged with Article 82 of the Child Protection Law and Article 292 of the Criminal Code on sex with a minor of the same sex, which bear maximum penalties of 15 years and five years behind bars, respectively.

The Indonesian Child Protection Commission (KPAI) recently suggested that President '€œJoko'€ Jokowi Widodo introduce chemical castration as a punishment for, and deterrent to, sex offenders. The President is apparently amenable to the idea, and may soon prepare a regulation in lieu of law to introduce the measure.

KPAI secretary-general Erlinda said on Tuesday that chemical castration would not replace the current penalty for child sexual abusers, but would rather function as an additional sanction on top of existing punishments.

'€œIf [chemical] castration can have a deterrent effect, I see no reason why it shouldn'€™t be introduced,'€ she said. (saf)
