ustoms and excise worked together with the land-base task force at the air force base, special class I Surabaya immigration checkpoint, immigration office, Surabaya fish quarantine and inspection agency, PT Angkasa Pura I (Persero), part of Surabaya III regional airport authority, to prevent an attempted smuggling of 30,911 lobster seeds bound for Singapore via terminal 2 for international departures at Juanda airport, Surabaya.

Officers at the Juanda airport discovered 41 bags containing lobster seeds, with 23 bags found inside a suitcase and 18 bags inside a suitcase without accompanying documents.

The crackdown was the result of a well-executed joint operation between customs and excise and the Juanda airport officials, said head of the East Java I regional customs office, Padmoyo Tri Wikanto.

“Our intelligence received info of lobster seed smuggling from Surabaya to Singapore on May 12 via terminal 2 for international departures at Juanda airport. Officers suspected that a passenger with the initials ‘ST’ would be carrying luggage in the form of suitcases and backpacks containing baby lobsters. The passenger would be boarding the Scoot Air TR263 to Singapore,” he said.

“To document the amount and type of baby lobsters involved, customs and excise sent the 30,911 lobster seeds to the Surabaya I fish quarantine and inspection agency for examination and enumeration. We will then proceed with legal action in accordance with the customs law,” he continued

The alleged smuggling violated article 102A of Law Number 17, 2006, concerning amendments to Law Number 10, 1995, concerning customs, with a minimum imprisonment of one year and a maximum imprisonment of 10 years, as well as a minimum fine of Rp 50 million (US$34,000) and a maximum of Rp 5 billion. The evidence in the form of lobster seeds has been handed over to the Surabaya I fish quarantine and inspection agency for further handling.

“We have conducted an investigation and we have determined the suspect. We will file the reports and submit them to the office of the district prosecutor to obtain an approval for investigations, and once we gain P21 (code for criminal case approval) we will bring it to court,” Padmoyo concluded.
