he National Development Planning Agency (Bappenas), the National Development Planning Ministry and the Nusantara Capital City Authority (OIKN), constantly strive to involve the public in the completion of the amendment to the Law on State Capital.
“The amendment to the law on IKN [Nusantara Capital City] is based on the strong will to allow for the effective and optimal implementation of the development and relocation of the capital city by adhering to the principles of accountability and good governance of IKN enshrined in the Capital City Law,” said Teni Widuriyanti, expert staff at the institutional relations division of Bappenas in a pubic consultation regarding the Bill on Amendment to Law No. 3, 2022, on the capital city in Balikpapan, East Kalimantan on Aug. 4.
The amendment to the law aims to maximize the preparation, development and relocation of the capital city and the implementation of the Special Region of IKN, including the involvement of investors and enhance the collaboration and coordination among all parties in the development of IKN.
“The development activities and the relocation of IKN and the regional administration programs can be carried out optimally and with substantial changes made primarily on regulating several aspects of strengthening, especially related to special authority, financial management, state-owned property and authority-owned property, as well as financing, land, filling high positions with non-civil servants in OIKN, the availability of housing, the adjustment of area boundaries, spatial analysis, sustainability guarantee and the supervision of the development of IKN,” Teni explained.
Deputy head of the Nusantara Capital City (IKN) Authority Dhony Rahajoe acknowledged that amid the diversity in the IKN region, several challenges face the development and the planned relocation of IKN. These included the need to ensure the rights of residents while prioritizing the improvement of local human resources through education.
Furthermore, the development and the relocation of IKN are expected to enable the East Kalimantan administration to promote equal distribution of Indonesian development. “Nusantara has been described by the President as land and water from across Indonesia united in one gentong [big earthen container]. Opportunities are available, human resources from all over Indonesia can enter,” Dhony explained.
The Amendment to the Bill on the Law on IKN is a priority of the 2023 National Legislation Program. The Indonesian government targets to get the House of Representatives to pass the Amendment Bill on IKN Law in 2023 and in this way, the development of IKN can be accelerated. “This requires support from all of us, including from all of you during the public consultation. We are thankful to Bappenas for their initiative,” he said.
