Keputusan Presiden Prabowo Subianto untuk terus melanjutkan revisi UU TNI tahun 2004 telah menimbulkan kekhawatiran tentang kemungkinan kembalinya sistem dwifungsi TNI. Sistem ini berlaku di era Orde Baru, yang memberi militer wewenang signifikan atas urusan sipil.

Surat dari Presiden yang menyerukan revisi dibacakan oleh Wakil Ketua DPR Adies Kadir dari Partai Golkar dalam sidang paripurna pada Selasa 18 Februari.

Anggota DPR menyetujui permintaan untuk memasukkan RUU tersebut ke dalam daftar prioritas Program Legislasi Nasional (Prolegnas) tahun ini. Komisi I DPR yang membidangi urusan militer dan luar negeri kemudian ditugaskan untuk menangani pembahasannya.

Anggota Komisi I Dave Laksono dari Golkar mengatakan bahwa anggota DPR akan menjadwalkan pembahasan setelah menerima daftar inventaris masalah (DIM) dari pemerintah. "Pembahasan tidak akan memakan waktu lama, mengingat tidak banyak pasal yang akan diubah," katanya kepada The Jakarta Post.

Di antara sekian banyak fokus revisi saat itu, yang mengemuka adalah perluasan kewenangan TNI di luar wilayah tempur, yaitu ke dunia maya di Indonesia. Perubahan lain akan memungkinkan pengangkatan personel TNI aktif ke posisi tingkat tinggi di lembaga negara, sesuai keinginan presiden yang sedang menjabat.
