Transportation officials face up to 20 years on bribery charges

wo suspended Transportation Ministry officials, Djoni Anwir Algamar and Tansean Parlindungan Malau, were indicted of bribery and gratuity in the procurement of patrol boats for the ministry, and face up to 20 years in prison if found guilty.

"The defendants received Rp 147.5 million *US$15,625* and $1,500 from businessman Dedy Suwarsono of PT Bina Mina Karya Perkasa; Rp 37.5 million and $2,000 from Suratno Ramli of PT Fibrite Fibreglass; Rp 47.5 million and $2,000 from Kresna Santosa of PT Proskuneo Kadarusman; Rp 40 million and $2,000 from Chandra Johanes Achmar and Lies Kurniawati of PT Sarana Fiberindo Marina; and Rp 32.5 million and $2,000 from Budi Suchaeri of PT Carita Boat Indonesia," prosecutor Agus Salim said as he read the indictment before the Corruption Court on Thursday.

In June 2007, Djoni, as coastal protection director, and Tansean, as head of the operational equipment and infrastructure division, had met with Bulyan Royan, a member of House Commission V overseeing transportation issues, to discuss the projects, Agus said.

Bulyan, a former legislator from the Star Reform Party (PKB), asked them to give him a list of companies that could be pursued to "cooperate" in the project.

"In September 2007, the defendants held a meeting with Bulyan and some of the businessmen, at which Bulyan told the businessmen the House had approved a budget of Rp 300 billion for the procurement of 20 patrol boats," Agus said.

The procurement was divided into 12 contracts and Bulyan offered these to the companies, demanding an 8 percent cut (from the value of the contracts) in return for securing their appointment.

"The businessmen objected and Bulyan decided to reduce the fee to 7.5 percent. Djoni also requested a 7.5 percent fee for officials at the ministry," the prosecutors said.

In February 2008, Djoni, through his subordinate Tansean, requested Rp 25 million from Suratno as an "operational fee".

In March 2008, several days before a tender for the projects was due to be carried out, Tansean called Dedy and asked him for Rp 35 million as an operational fee. After the contracts were distributed, Djoni called Dedy again and asked for another Rp 50 million.

Later that month Tansean also requested Rp 20 million from Budi, Rp 35 million from Kresna and Rp 25 million from Lies. In April 2008, Tansean requested another Rp 50 million from Dedy.

The money was then distributed to several ministry officials including sea transportation director general Effendi Barubara (who received $7,500), sea transportation directorate secretary Ajiph Razirwan Anwar ($2,500) and Djoni Rp 160 million.

Last year, Bulyan and Dedy were both convicted in a similar case and got six and four years in prison, respectively.
