Excerpts from the Plan of action to implement the Indonesia-US comprehensive partnership

A

strong>A. Political and Security Cooperation

1. To deepen and broaden cooperation in promoting good governance, democracy, and human rights;

2. To work together through the UN and in cooperation with relevant institutions such as ASEAN to find common ground on the protection and promotion of human rights;

3. To become partners in maintaining regional and international peace and security in Southeast Asia and beyond;

4. To strengthen bilateral defense and security cooperation through dialogue and capacity building as appropriate in areas such as security sector reform, training, education, personnel exchanges, intelligence exchange, peacekeeping operations, maritime security, nuclear safety and security, humanitarian assistance/disaster relief operations, and military equipment;

5. To strengthen cooperation in preventing and combating non-traditional challenges in regional security; including disaster management and response, maritime security, counter-terrorism, smuggling of migrants and trafficking in persons, illicit drug trafficking, illicit trafficking of nuclear materials and radioactive sources, communicable diseases, corruption, money laundering, cyber crime and international economic crimes, natural resources crimes, illegal logging and its associated trade, and illegal, unregulated and unreported fishing;

6. To reaffirm the role of ASEAN as the primary driving force in developing regional cooperation through the establishment of ASEAN Community, as well as the United States’ important role in the maintenance of peace and security in Southeast Asia;

7. To promote international peace and security through cooperation in achieving disarmament and non-proliferation of Weapons of Mass Destruction (WMD);

8. To enhance cooperation in strengthening the UN peacekeeping operations;

9. To promote close cooperation in law enforcement and legal assistance, including for the purpose of international asset recovery from either the respective jurisdiction of the two countries or third countries within the relevant international legal instruments;

10. To work closely in maritime issues and ocean affairs;

11. To sustain efforts towards the effective reform of the UN system.

B. Economic and Development Cooperation

1. To expand and deepen cooperation at bilateral, regional, and multilateral levels to promote economic growth, sustainable development, and prosperity of our two nations and the world economy;

2. To work together to support bilateral, regional and multilateral efforts in poverty alleviation including through tripartite technical arrangements;

3. To work together in support of an open, fair, and transparent rules-based international trade and financial system;

4. To improve collaboration in multilateral and regional bodies.

5. To enhance bilateral trade through trade facilitation, further reduction of trade barriers including non-tariff barriers, and stimulation of the dialogue between our business communities;

6. To enhance bilateral investment cooperation by increasing dialogue between our investment authorities, reducing obstacles to bilateral investment and taking other steps to improve our investment climates;

7. To increase cooperation between the two countries by encouraging business communities to develop fairs and mission on trade, tourism, and investment;

8. To promote better protection and enforcement of intellectual property rights;

9. To promote a sustainable agriculture, forestry, and fisheries environment.

10. To strengthen partnership to advance sustainable food security.

11. To cooperate on methods of combating illegal trade in natural resource based products;

12. To broaden and deepen development cooperation and efforts to address development challenges, including but not limited to the UN Millennium Development Goals;

13. To strengthen cooperation to enhance the capacity of small and medium enterprises (SMEs) to grow, develop, and have access to bilateral and international markets;

14. To encourage and promote the development of the civil aviation sector (including infrastructure), leading to greater cooperation and opportunities for economic growth;

15. To enhance cooperation on forest conservation, sustainable forest management, and forest law enforcement and governance, through bilateral policy dialogue, bilateral technical assistance, relevant intergovernmental processes and institutions, the Heart of Borneo Initiative, the US-Indonesia Tropical Forest Conservation Act agreement, and other bilateral cooperation;

16. To work together to enhance the implementation of the United Nations Framework Convention on Climate Change (UNFCCC), consistent with the Bali Road Map, recognizing the need to further operationalize the Copenhagen Accord and continue pursuing the ultimate objectives of the UNFCCC. To strengthen our bilateral cooperation in the related climate activities, to develop consultation and cooperation on action to preserve peatlands as carbon storage, to reduce emissions from deforestation, forest degradation with the possible establishing of demonstration activities on REDD+ in Indonesia; and adaptation, including implementation of the Manado Ocean Declaration;

C. Socio-cultural, educational, science and technology, and other cooperation

1. To enhance cooperation in social protections, social security, conditional cash transfers, and social assistance (for family, children, natural and social disaster, disability, vulnerable);

2. To strengthen cooperation in emergency and disaster preparedness, relief, and reducing the human social, economic, and environmental impact of disasters.

3. To enhance education cooperation and research partnerships, including scholarships for post-graduate degrees and post doctoral programs, exchanges of students and teachers/lecturers/scientists, joint research, publications joint degree programs, and university partnerships, and mutual recognition on academic degree and certificate, as well as improve secondary education in Indonesia;

4. To develop partnerships to make information technology part of every child’s education;

5. To strengthen cooperation in science, technology and innovation, including research and project development in mutually agreed areas.

6. To pursue cooperative activities in space technology application, education and research to advance solutions for global challenges including disaster management and climate change monitoring;

7. To develop a broad framework for health cooperation to prevent and control communicable diseases and enhance public health.
