City launches one-day service for 66 permits to cut red tape

he Jakarta administration on Tuesday launched the one-stop integrated service (PTSP) Agency'€™s one-day service for 66 documents to cut red tape and improve city services.

Newly inaugurated PTSP Agency head Edy Junaedi Harahap said that the new one-day service would greatly help the city'€™s residents, and especially businesses.

'€œThe PTSP was established to serve residents quickly. In that spirit, we began to innovate to cut red tape. Thus, starting today we will implement our one-day services,'€ Edy said during the service'€™s launch at Pasar Minggu district office in South Jakarta.

The PTSP is responsible for 518 types of documents, both permit and non-permit. The one-day service, however, was currently only able to handle 66 types of documents.

Edy said that the 66 documents included paperwork for the expatriate employment plan (RPTKA), extending an expatriate work permit (IMTA), legal trade permit (SIUP), construction services business license (SIUJK), transportation management services business license (SIUJPT), residential building permit (IMB) and pharmacist practice license (SIPA), among others.

'€œWe have simplified and cut a few process in order to obtain the 66 documents so that they can be obtained in just one day. For example, it previously took 10 days to obtain a SIUJK and SIUJPT, and eight days for an IMTA. However, we have simplified the process so that these permits can be processed in one day,'€ he said.

Edy said that each permit had specific requirements. For example, he said, the RPTKA, IMTA, SIUJK and SIUJPT can only be issued by the provincial PTSP located at City Hall. Meanwhile, the SIUP can be issued by the municipal, district or subdistrict PTSP offices depending on the size of the company.

The PTSP Agency has 318 service locations, comprising one office at City Hall, five at municipal level, one in the Thousand Islands regency, 44 at the district level and 267 at subdistrict level.

Specifically for the residential IMB in one day, however, the PTSP set four requirements that an applicant must meet. First, an IMB applicant must already possess a City Plan Decision (Ketetapan Rencana Kota). Further, the planned building must not be more than three stories tall and must not have an underground basement. The land must also be vacant, or have a building which is ready to be demolished. Finally, the project must not be a restoration of an old building.

Further, the one-day service for the residential IMB is only available on Tuesdays and Thursdays, and each PTSP office can only issue five permits a day. The documents must also be turned in to a PTSP office before 10 a.m.

PTSP used the same occasion to launch its online service for burials, but currently only provides the service for four cemeteries, namely Tegal Alur I and Tegal Alur II in West Jakarta, Pondok Rangon in East Jakarta and Tanah Kusir in South Jakarta. The online service can be found at pertamananpemakaman.jakarta.go.id, Edy said.

The online service was established to reduce the incidence of bribery because families who cannot pay more money would usually only be able to get a remote plot for a deceased family member, Edy added.

However, when The Jakarta Post tried the online service on Tuesday, it was not up yet.

Separately, Governor Basuki '€œAhok'€ Tjahaja Purnama said that civil servants in the PTSP must step up their game in order to provide top notch service for the city'€™s residents.

Ahok said that previously, civil servants would extort residents seeking permits. Residents would also give civil servants gratuities. He said that the city administration aimed to completely eliminate such activities among its civil servants.

'€œThe city administration'€™s job is to serve residents so we must always serve. Don'€™t leave the residents stranded and confused,'€ he said during the launch.
