Japanese Prime Minister Shinzo Abe said he will propose declaring a month-long state of emergency in seven prefectures including Tokyo and Osaka, after a renewed surge of coronavirus cases in some of the nation’s biggest cities.
Parliament eventually voted to extend emergency measures - including the state of lockdown that has seen people confined to their homes except for essential trips for food, medicine and work - for a further 15 days until April 12.
The lawsuit, filed in a federal court in California, said the president's order was contrary to the Presentment Clause that outlines legislative procedures and the Appropriations Clause, which defines Congress as the final arbiter of public funds.
