anyuwangi regency has won the 2020 Indonesia Smart Nation Award (ISNA) in the Smart Society category for the innovative use of ICT in handling the social impacts of COVID-19.

The ICT-incorporated network has helped in the distribution of social aid (Bansos) during pandemic-related mitigation work.

The 4th edition of ISNA, organized by the Citiasia Center for Smart Nation (CCSN), carried the theme "Smart City 2020: Encouraging Innovation & Productivity During Global Pandemic".

The CCSN committee conducted an assessment on more than 180 innovations used in dealing with the impacts of COVID-19, involving more than 500 regional/municipal governments throughout Indonesia.

Banyuwangi Regent Abdullah Azwar Anas expressed his gratitude for the award, saying that the regency was very serious when it came to collecting social aid data on people affected by the pandemic.

“This social aid is really needed by those affected by the pandemic. Shrewd steps have been taken by Banyuwangi to ensure that social aid from the central and regional governments is distributed evenly and accurately,” Anas said.

For the purpose, an online monitoring network has been set up to ensure all eligible beneficiaries are on the aid list. The aid packages come from either the central, provincial or regional governments. The network is open to the public for checking and monitoring.

“We realized that the situation was ‘very dynamic’ at the start of the pandemic. Some affected residents might not have received the aid. In that case, they can report to the village or subdistrict officials,” he said.

This pandemic-related online monitoring network is integrated with the Smart Kampung digitizing public services program established by the regency administration in 2016, which has now enabled more organized COVID-19 mitigation mission, including in collecting data on the aid beneficiaries.

The aid beneficiaries are filed in the Smart Kampung by name, address and identification card number (NIK).

"Under the integrated system, those who have received the aid from the central government will not get the provincial aid. The possibility of people receiving overlapping aid can be avoided,” Anas said.

The online social aid monitoring system functions to make the social aid beneficiary list and control its distribution.

People can register themselves or propose fellow residents deemed eligible to the aid. They can check whether they are included in the beneficiary list or not by just entering their NIK.

"It will also inform whether a resident has received the aid or not," Anas said.

The beneficiary list is verified through the regency’s database in Kampung Pintar. A proposed name will automatically be rejected if the NIK is already listed as the aid beneficiary.

The following verification process is to assess the prospective beneficiary’s eligibility for the aid. If declared eligible, they will get the aid distributed no later than a week after the verification results are revealed.
