he 23rd Asia-Pacific Heads of Maritime Safety Agencies (APHoMSA) forum in Sydney, Australia, wrapped up on Thursday with the I-Motion Application, presented by the Indonesian delegation, mesmerizing the delegations from 26 countries. 

The Indonesian delegation, represented by Revo Rizki Aditiya, who is a young civil servant from the Transportation Ministry’s Director General of Sea Transportation, successfully addressed shipping safety concerns, including sailors’ well-being by presenting the Indonesian Integrated Monitoring System on Navigation, or I-Motion, an application owned by the Directorate General of Sea Transportation’s Navigation Directorate.

In his presentation, Revo explained that I-MOTION was a system that integrated data from Vessel Traffic Services (VTS) and Coastal Radio Stations (SROPs) in the form of Automatic Identification System (AIS) Base Station, Radar, Voice and CCTV using a terrestrial system into AIS data through satellite service.

Revo said that of the 23 VTS, 21 had been integrated, and of the 80 AIS Base Stations at SROPs, 45 had been integrated.

He also said that the development of I-Motion aimed to supervise shipping traffic in Indonesia to ensure shipping safety and protect the marine environment, which could be utilized and synergized with systems owned by other ministries and agencies.

It is of no surprise, therefore, to learn that APHoMSA countries highly appreciated the presentation by the delegation from Indonesia, one of the world’s largest archipelagic countries, with all of its challenges in the efforts to enhance shipping safety.   

APHoMSA countries highly appreciated the I-Motion application because Indonesia, as the world’s largest maritime country with numerous scattered islands, must face challenges when it comes to enhancing the shipping safety level. The I-Motion application is part of the solution to creating shipping safety in Indonesian waters, especially with Indonesia located in a strategic region that also serves as an international shipping route.

Opportunity for collaboration

Born in 1990, Revo Rizki Aditya joined the Transportation Ministry’s Directorate General of Sea Transportation in 2015 and was placed in the Directorate of Navigation.

Currently, Revo is active as a drafter of Planning and Development at Telkomsel in the Subdirectorate of Shipping Telecommunications, Directorate of Navigation, Directorate of Sea Transportation.

Revo completed his S2 education at the University of Gadjah Mada, majoring in Multimode from 2020-2022. He also participated in VTS Operator Training, ASEAN Regional Training for VTS (ARTV), Japan Aids to Navigation (JANA) and the Marine Department of Malaysia in 2022.

Directorate General of Sea Transportation secretary Lollan Panjaitan pointed out that Revo had succeed in showing that a young civil servant from the Sea Transportation Ministry was capable of performing well at an international forum.

“We provided an opportunity to a young man to advance and represent Indonesia at an international forum in the transportation sector, and he has successfully proven his ability to speak at the forum which can open an opportunity for collaboration with other countries,” he said.

The 23rd APHoMSA forum was held by the Australian government through the Australian Maritime Safety Authority and the Mongolian government through Mongolian Maritime Administration in Sydney on June 5 to 8, 2023.

The APHoMSA is a forum held annually since 1996.  The forum addresses issues related to the marine environment, safety and shipping safety, including sailor well-being, responses to marine accidents, regional collaboration and other related marine issues.

APHoMSA’s 26 participating entities are Australia, Canada, Chili, China, the Cook Islands, the Federated States of Micronesia, Fiji, Hong Kong, Indonesia, Japan, Kiribati, Malaysia, Mongolia, New Caledonia, New Zealand, Niue, Papua New Guinea, the Philippines, the Republic of Korea, Singapure, the Solomon Islands, Timor-Leste, Tuvalu, the United States, Vanuatu and Vietnam.
