Batam airport to get makeover from Angkasa Pura consortium

The Batam Free Zone Authority (BP Batam) has signed a public-private partnership (KPBU) agreement between Hang Nadim International Airport and PT Bandara Internasional Batam as the implementing business entity (BUP).

he Batam Free Zone Authority (BP Batam) has signed a public-private partnership (KPBU) agreement between Hang Nadim International Airport and PT Bandara Internasional Batam as the implementing business entity (BUP). Spanning from the design and development stage to operation and maintenance, the partnership involves a consortium consisting of state-owned PT Angkasa Pura I (AP I), the Incheon International Airport Corporation (IIAC) and state-owned PT Wijaya Karya (WIKA) as the winning bidder of the Hang Nadim International Airport KPBU project for a contract tenure of 25 years.

The partnership was marked by a signing ceremony on Tuesday (21/12/2021) involving BP Batam head Muhammad Rudi and Batam International Airport president director Pikri Ilham. The momentous occasion also saw the attendance of Coordinating Economic Affairs Minister Airlangga Hartarto, BP Batam deputy head Purwiyanto, AP I president director Faik Fahmi, IIAC president and CEO Kyung-Wook Kim and WIKA president director Agung Budi Waskito.

BP Batam is to hand over Hang Nadim airport to the AP I-IIAC-WIKA consortium for developing and managing, covering the airport’s design, construction, financing, transfer, operation and maintenance.

"It is hoped that signing this cooperation agreement will be a joint commitment to developing Hang Nadim airport as a logistics and passenger hub, so it can support infrastructure development and attract other investment partners who will contribute to economic growth in Batam and Riau Islands province," BP Batam head Muhammad Rudi said following the signing ceremony.

“Led by Angkasa Pura I, the selection of Batam's Hang Nadim airport manager is an important milestone for the company, as this is the first time the company has won a bid among other key players in the airport industry, both nationally and globally, to manage the airport’s potential,” said AP I president director Faik Fahmi.

“This is also an acknowledgment of the capabilities and quality of Angkasa Pura I as a trusted airport management company," he added.

The Hang Nadim PPP project is the 16th airport in the company’s portfolio, and AP I will be responsible for the airport’s commercial operations and management.

IIAC CEO Kyung Wook Kim acknowledged the potential of Hang Nadim airport as a Southeast Asian logistics center, as it was located adjacent to Batam’s container port and Batam Industrial Park.

The IIAC will be responsible for the airport’s marketing and development strategy. The project also marks an important milestone for the company as Korea's first long-term overseas PPP project. Kim also noted that the airport would be instrumental in boosting connectivity between Asia and the United States through the IIAC ‘s network.

WIKA, as a state-owned contractor integrated with supporting industries, will be responsible for managing the airport’s infrastructure. WIKA president director Agung Budi Waskito said the new project was in line with the company's transformation as a leader in sustainable investment and engineering, procurement and construction (EPC).

The newly inked project will include expanding the airport’s existing passenger terminal as Terminal 1 and building a new passenger terminal, Terminal 2. The project also involves managing the airport’s new cargo terminal and creating a master plan for developing Hang Nadim International Airport as an integrated aerocity.
